Alaska 6dbecf1fdb Cycles: Disable MNEE on RDNA4 GPUs 
At the moment MNEE locks up Cycles, or has rendering artifacts on
RDNA4 GPUs on WIndows.

This commit disables MNEE on that configuration until a fix
is avaliable.
